Sample Performance Management System

I work in the San Joaquin Valley in California with the 8 central counties and we just started a project where we are creating a pilot performance management and quality improvement system for one of the counties; including training for the staff related to objectives and indicators. We are currently using resources from the Public Health Foundation and NNPHI. Does anyone know of a sample PM/QI system in place to show the PHD staff as an example?

Our PHD is using the Turning Point 4-part graphic as a guideline to establish a PMS. When we were brainstorming with it last week we realized that we were struggling with scope. Can one PMS scale up to be our department's system, and then scale down to apply to a program, or an administrative process? Right now our group is positing that each governing standard -- from HP2020 to water testing -- would result in it's own complete 4-part system. I'll be very interesting in how other PHDs are doing this.

We are also getting our Performance Management System off the ground and have found the Turning Point framework to be very helpful. Another good resource we have used is Results Accountability (Mark Friedman's book, Trying Hard is Not Good Enough), in working with the programs to establish performance standards, population indicators, and performance measures. We have developed a 'scorecard' to report on some of our program areas and just recently the agency purchased a system called onFocus that we will be using to track our performance measures. I have a few examples of ways to track performance measures and QI projects on Excel that I can share. Just contact me if interested.

I agree with both using Turning Point and Results Accountability as good frameworks. A good example of applying the Results Accountability model can be seen at the Washington State Department of Social and Health Services at http://www.dshs.wa.gov/ppa/coremetrics.shtml. I like that they separate out the population-based measures (described as "measures that are bigger than the Department of Social and Health Services" from their Department performance measures (described as "measures that hold DSHS accountable for results).
